Oregon lawmakers are considering the Clean Energy Act, House Bill 2020, an investment bill that would reduce greenhouse gas emissions and invest millions of dollars in clean energy and low-income communities. This bill will help create thousands of jobs, business innovation and a low carbon economy.

For more than a decade, HB 2020 has encouraged a transition to renewable energy and a shift away from fossil fuels. Government money will flow by reducing dependence on imported energy. Almost all of Oregon’s oil production comes from neighboring states such as Wyoming and Montana – about $8.5 billion annually. Clean energy sources like wind and solar can generate electricity in the state and boost local economies. Reducing local pollution will have a huge impact on the environment and the health of our people.

“This is the next generation of renewable energy because it combines wind, solar and battery storage in one facility and location,” said PGE spokesman Steve Corson.

“It allows you to store some of that energy and use it when the sun isn’t shining or the wind is blowing,” Corson said. “This will be the first large-scale power plant in the country to combine these three sources.”

Employment of PV installers is expected to grow 50.5 percent from 2019 to 2029, faster than the 3.7 percent forecast for all occupations. Windtechs are also expected to grow the fastest during the 2019-29 decade (60.7%). Both professions are in the process of growing significantly in 2019-29.

However, since both are small occupations, this rapid growth will only create 10,400 new jobs over the forecast period. (See Table 1.)

Additionally, both occupations pay more than the 2019 median wage for all occupations ($39,810), and neither occupation requires a post-secondary degree. PV installers typically need a high school diploma or equivalent, while wine technicians need a bachelor’s degree.

Average annual wages for both occupations are higher than most occupations, which generally require similar levels of education. In 2019, the median annual salary for occupations requiring a high school diploma was approximately $37,930; and $39,940 for all jobs requiring a second grade entry level award.

As technology evolves and develops over time, the cost of using technology decreases and more are created. When it comes to solar power, prices are coming down over time and more people are willing to install it, which is driving down costs and increasing solar availability.

Electricity from renewable energy sources is now cheaper than traditional sources like coal and nuclear power.

Solar prices have fallen from $144 per megawatt hour in 2008 to $25 per megawatt hour in 2019.

More solar panels are installed as installation costs drop. As a result, a large portion of the electricity demand is met by end consumers who do not receive electricity through businesses.

Long-term energy storage costs can be high over many years. For example, the energy savings associated with installing solar panels over 20 years could be $17,000 in Portland or $50,000 in Los Angeles, California.

The national average cost of using 6 kilowatts (kW) of solar is about $13,142, plus tax credits and $17,760 after.

Additionally, there are solar companies that rent rooftops to homeowners and in return lower the homeowner’s electricity bill. This rental program allows customers to spend less on initial installation costs.

Because of these savings, the share of solar PV in electricity generation has doubled, from 0.4 percent in 2015 to 1.0 percent in 2019.

The cost of energy (LCOE) for renewable energy (including lifetime estimates, fuel costs and installation) is at or below the cost of conventional energy sources. This low comparison is expected to continue as the US Energy Information Administration (EIA) reports that the unweighted LCOE for solar energy will be $31.73 in 2029 and $39.44 for dry wind in that year.

This is one factor in end-of-life renewable energy loan costs that reduce installation costs. Wind and solar will cost less than coal and nuclear. (See Table 2.)

Note: EIA does not have projections for hydropower in 2029. They have a constant project of $57.37 million starting in 2032.
